PLOT

Ngoc Minh Quan is a retired Vietnam War special forces operator who now runs a chinese restaurant in London. When his teenage daughter is killed in a department store bombing attributed to a group calling themselves the "Authentic IRA," a distraught Quan seeks revenge, He first attempts to bribe Scotland Yard officer Richard Bromley for the names of the bombers, which fails. He next focuses on Irish deputy minister Liam Hennessy, who has spoken publicly about his status as a former leader of the IRA. Hennessy claims to have no knowledge of the bombing or its perpetrators, but Quan does not believe him. His queries slowly escalate until he becomes fixated on Hennessy, stalking him to Belfast and observing him with his mistress, Maggie.

What Quan does not realize is that Hennesy, while having ordered the bombing does not know who the bombers are and is outraged that civilians were killed. He promises the capture of the bombers in exchange for the pardoning of some of his former IRA comrades, leading him to perform his own  investigation. Meanwhile he sends numerous mercenaries and personal guards , including his nephew Sean Morrison , after Quan, who manages to escape or defeat all of them. Quan then brings the fight to Hennessy, hiding in the woods outside his country house and setting off several bombs.
Quan is eventually met by Sean, who served in the British special forces under Bromley. Sean tells Quan that the bomber is Patrick O'Reilly, identifiable by a bum mark on his right hand, who was also behind the bombing that killed Sean's family. Hennessy, meanwhile , interrogates his head enforcer McGrath, who reveals that the real mastermind is Mary, Hennessy's wife, who also hired Maggie; she has never let go of her anger at the British and resents Hennessy going to work for them. Hennessy executes McGrath for betraying the code and for involving his wife and mistress. Hennessy then orders Sean to execute Mary before coming to America.

Quan finds the bombers hideout and single-handedly kills all but Maggie, strangling O'Reilly to death with a window curtain. Police storm the house after Quan leaves and find a severely wounded Maggie, real name Sara McKay. They force her to them the location of a new bomb, which has been planted in an airport disguised as a laptop.  

Briyish police swarm the airport and ask for a Ian Wood, who is unknowingly carrying the bomb. They manage to find him and throw the laptop into an isolated area, where it detonates harmlessly. Shortly  after the threat is resolved, the operation is deemed to have "no traces" so Maggie is executed by the police. Liam gets a phone call from British politician Katherine Davies, who tells him that he will retain his position as a politician but will be under her thumb.

Quan confronts Hennessy and shows him a picture of himself and Maggie, implicating him in the bombings, Quan forces him to send the picture to the internet, telling him that he should be ashamed 
of  himself and the whole world will know that he is a terrorist.

The film ends with Quan cleaning out under the sink and his best-friend co-worker Keyi Lan comforting him as they embrace.
